The head scientist at the World Health Organization calls his first pandemic:
Prepare bird flu vaccines now before virus jumps to humans, top scientist warns
A potential pandemic pathogen he himself has been invested in since college.
2008 "In the last few years, Farrar has focused on the pathophysiology and treatment of avian influenza. He is also exploring the cross-reactivity of memory T cell responses to influenza in hopes of creating a broadly protective vaccine for H5N1"
A gain of function of a disease with high fatality rate that could not have happened in nature and should not have happened in a laboratory through genetic engineering; inspired a moratorium on Gain of Function research and laboratories have not been able to contain - or have chosen not to. Forecasting a H5N1 pandemic is much more valuable for vaccine development.
2014 EXCLUSIVE: Controversial experiments that could make bird flu more risky poised to resume
In the past, bird flu could only be transmitted by handling infected birds, but intensive turkey farmer Bernard Matthews got 6 million government compensation for slaughtering his stock, after arguing that he had not imported the disease himself from his Hungarian factory farm.
Absurd track-record of treating avian flu with mass mosquito releases. Treating whole countries with Gain of Function mosquitoes, arguing 3 million people 'treated' by a release, as if releasing a disease vector is a proven prevention strategy
Most seriously, prescribing 20 years of mosquitoes, starting May 2023, 164 drone drops a week in Maui to save 6 endangered bird species from avian flu. Maui Irrigation Services partnered with World Mosquito Program in release. We don't know if paid off like stakeholders in Denpasar to not monitor contamination of water or whether the mosquitoes were actively released into the waterways. Bali-based professor and head of Hawaii's Botanical Gardens is prepared to find out. Five months into the 20 year mosquito program, Maui is scorched.
Scorching is the only method to address biological contamination. Evidence is available that the SpaceX army was involved in the fires that decimated Maui.

The WHO Treaty, IHR and UN breach the International Treaty on The Non Proliferation of Weapons of Mass Destruction repeatedly.
Anthony Ruggerio, in America was head of EPA, then head of Non-proliferation of Bioweapons and then head of the Counter Proliferation of Bioweapons, demonstrating how regulatory approvals and justifications have now come to allow massive research and factory facilities to house colonies of hundreds of millions of stabilized organisms, ready to deploy as eggs and drugs.
Isn't there a lot of inner conflict? GM Mosquitoes were regulated by the Centre for Disease Control but then moved to EPA regulation when Anthony Ruggerio was head of EPA.

It may be easier to argue that even biotechnology that is researched for the benefit of world health carries incalculable counter-indications with other technologies and our microbiome. This means that all the technologies in agriculture, food, conservation, climate action, pharmaceuticals and communications have already triggered mass destruction in nature.
What to do: Address decisions on experimental permits that still fall under national authorities. eg

"the initial work of the International Seabed Authority (ISA) in 1995.1 Mr. Hasjim Djalal, a prominent legal scholar from Indonesia was elected as the first President of the ISA. It was a proud moment for the country after the lengthy de- liberation of UNCLOS where Indonesia together with Fiji and the Philippines strived for the incorpo- ration of “archipelagic state” to the convention which was finally concluded on 1982.
From 1995 forward, Indonesia has been gradually disappearing from the leadership seat of international organizations and the development of international law, including but not limited to the deep seabed mining in the Area. Mr. Damos argued that this phenomenon was due to major political reform back in 1998 that dealt with domestic issues rather than international issues. Mr. Damos further argued that the “ignorant attitude” of the country, that is unfortunately apparent until present time, is founded upon a notion that international law is a thing that is “hardly present in the daily lives of the general public,” and the “teaching of international law is still basic and far from the levels attained in developed countries.” -
Here we are at the beginning of 2024, only four months away from the most significant changes in international law to ever come in en masse and Bappenas really need to hear from the Indonesian experts who have ushered these in and understand the ramifications and get the Coordination Department and other deision-making bodies up to speed with their new roles and responsibilities.
"Merely being compliant to the ratified international treaties is not enough. With the current state of development and challenges it faces, Indonesia must push itself to be a participant that is worth to be heard in the development of international law. This is surely a challenging task and according to Mr. Pandjaitan, Mr. Trenggono and Mr. Nurbintoro regeneration of international legal scholar in Indonesia shall be the first step to move forward."
Mining of living and non living resources of the seabed on Indonesia's continental shelf where sovereignty applies and
Mining the area called the "Area" beyong national jurisdiction where "collective efforts" may be required to exploit the non living resources. Were agreements made at COP28 in terms of a commitment by Indonesia to financing these mining activities with public money and or the pandemic fund and or in partnership with to respond to climate action and health emergencies? What percentage of resources would be used within Indonesia (for example nickle for EV batteries for independent clean energy for indonesian communities and what percentage of financing or gifting of the resources?
If any are used for the fuelling or arming of the Nuclear submarines to be gifted to Australia by the US and Uk, as part of the Arkus Partnership, can Indonesia Bapenas say no on account of risks to the environment grounds, unresolvable nuclear waste-grounds , excessive costs grounds, Incongruence use of international resources when the Trident replacement for the UK cost the equivalent of running an upgraded National Health Service for 45 years.
"In terms of deep seabed mineral mining within and beyond national jurisdiction, until present time, Indonesia is absent. While many suggest that this is due to the lack of capacity, Karim and Yudha argued that such absence is due to a conscious decision made by government elites to avoid ex- cessive political cost, drop in public support and decreasing trust towards the figure of Mr. Joko Widodo.9 According to Karim and Yudha, Indonesian government is consciously avoiding the exe- cution of deep seabed mining project because a single project requires at least IDR 175 Trillion (equal to USD 12.1 billion).10 With the increase of government’s debt, pursuing deep seabed mining project will hurt Joko Widodo’s political reputation.11 From Karim and Yudha’s perspective, financial constraints outweigh the administration’s written political desire to work on deep seabed mining as reflected in President’s “Global Maritime Fulcrum” jargon, the Law Number 32 Year 2014 on Ocean Affairs, the Presidential Regulation Number 16 Year 2017 on National Ocean Policy and the Presi- dential Regulation Number 34 Year 2022 on National Ocean Policy Plan of Action 2021 - 2025."
How do they balance the benefit to Local in international communities: the income of average 3000 dollars per year for Indonesians and average 43,000 for Australians?
Where will the nuclear submarines be allowed to sail?
Will the Indonesian government be informed as to where it will be and might it enter indonesian waters and on what grounds?
Will it be 365 days a year, like the the UK's Trident?
How does the treaty justify the proliferation of weapons of mass destruction?
How is the use of nuclear power used as green energy?
Please explain the sensor technology?
Please explain the expansion of this market in Indonesia?
