I am so sorry to hear about the let down of Ulster Bank and KBC most recently. I was speaking to a senior manager of AIB who said they were making a profit but not enough of a profit to stay. I wonder if it is the rise of interest in public banking, in Irish politics and the possible scrutiny of the solvency of private banks are how they work that was a motivating force too. 

I have developed a project plan that could build the reserves for regional public banks very quickly through community development and social housing, which I believe is what you feel could be the best way to go about implementation?

To this end, I put in an application to conduct a community development pilot project. I wasn't going to bring it to your attention unless I got the funding but when I heard about KBC and at the same time from the AIB manager, heard about the crisis in Lebanon where they too have a population of five million and have agreed to help two million Syrian refugees, who have already arrived. I recognised at once that there was a parallel situation that Ireland might face as Lebanon's economy has failed, like everywhere after the pandemic and they are looking at starting regenerative farms to help provide food for the population and the asylum seekers as well. That spurred me on to share our project plan, in case government could unite behind it. We are a social enterprise offering financial services and affordable homes.

The aspects of the plan that are in the Programme for Government are the providing of social housing, the empowerment of Local Authorities, the move towards carbon neutrality and all the Just Transition work and education and food security - as well as the commitment to help 25% of Ireland's farmers convert to organic farming and biodiversity directives.

The funding application we have made so far is to generate funding for our initial set up, administration and legal costs. We intend to shape our services from the start, around the Sparkassen community banking concept that they worked with you on, to deliver public banking in Ireland (That paper from 2015 is attached for your reference). It describes a Central Services Unit which offers the financial services that our organization will offer, in advance of legislation being passed and the structure inevitably changing slightly. 

We plan to be up and running and established in three counties, by the end of the 3-year pilot, in readiness for when public banking legislation is eventually passed. Even if it is years before our organization in partnership with local authorities is empowered by full banking status and services, we can still grow and be effective in the regional recovery. Although, it would be an opportunity missed for public money that we receive from Europe to not pass through a full public bank, with the much-needed credit creation capacity. 

We have been offered a farm in Kilkenny who want a change. I saw that there was a call for and funding for ideas for Autonomous Communities. In response, I have articulated two possibilities: an autonomous farm-based village model and secondly, buying small plots from existing houses, or even outhouses or double garages for retrofitting as dwellings, in exchange for payment covering their arrears and providing an energy feedback with conversion for the main house as well, to renewables and electric vehicles. Both of these concepts would start to provide the banks' reserves in well-managed property and an alternative solution to those already in mortgages, facing repossession. 

The project is to be free of private banks, for-profit property developers, private landlords, the ESB, agri chemicals. Communities will offer some food self-sufficiency and will support on site enterprises. They will endeavour to remain eligible and attractive to public (local authority and RIA) and private (individual families wanting to build) investment. We will teach county council procurement departments how to draw down available EU funds directly for the regions and pass them through these communities, helping them meet their Climate Action Charters. This will pave the way for promotion to full banks and insurance services. 

The pilot project application form asked for a lot of background on my enterprise here in Kilkenny but I have taken that out and just attach the corporate governance structure we're proposing, the plan and costs. I have used the community banking term from the attached document: 'Centralized Service Unit' for what our organization is specifically offering to create. This is similar to a special committee that government will no doubt want to set up and consider things from the political angle. But these are public banks and the majority of members and people on the board are going to be members of the public, so that it keeps its structural integrity. I'm hoping you might agree that this is an advantage as we can start building and growing, without waiting for agreement as to how and whether this project can develop into public banking proper? Our organization is a nationwide group of green business consultants with experience in housing, finance, education, organics and public roles.

In the application I have managed to frame the case for how to implement public banking without defining the problem again at all, as we all know the difficulties in each sector. This was a feat that you will all appreciate but it makes it much easier to read and understand what is possible at this unique juncture.

Dear Mr Donoghue,

Public banking & hunger striking MEP, trying to protect us from your influence

I am writing to respond to the Indecon Report that blocked earlier legislation.

The Indecon Report does not address:

1.   Usury: The need for Public Banks in order to end Usury in Ireland 

Usury: The practice of lending money at unreasonably high rates of interest.

2.   Credit Creation: The public banks’ capacity to facilitate the State’s Sovereign Right to Create Money.

The power of Irish-owned banks to provide credit. The fractional reserve mechanism (if used by credit unions and post offices empowered as full commercial banks) would be exactly the institutions capable of delivering Fine Gael’s own recent Wellbeing-aligned proposal, meeting the housing needs, care and health needs, food and greening and Covid recovery support for small and medium sized companies – currently defunct.

 

3. Credit as A Public Utility: The Need To Establish Credit as a Public Utility. 

Public utilities are a class of services provided to the public, including making power and water available. A public bank would provide businesses with the credit they need to operate and deliver their goods and services.   

 

4.   Interest-free credit. Consolidated interest should

be banned. 

Banks do not need to charge interest as they already lend several times what they have in reserve and receive the money back in full. As well as using loans as securities to create more credit and provide more loans, on the strength of the first.

 

5.   Lending Criteria & Fine Gael’s Wellbeing Objectives: 

Your paper points out how there are different economic priorities for all demographics. Regional public banks served by real people, in a face to face role, as already exist in the many under-utilized but much loved post offices & credit unions, are the best situated to determine the diverse credit needs & assess social and environmental benefits of proposed enterprises. Regional public banks are the only way to realize your party’s Wellbeing objectives.  

6.   Public Expenditure. Imagine the fractional reserve leverage of all 

public contracts and regional allocated funds passing through the public banks, multiplying regional inputs exponentially.

The charter for public banks for societal good, is in line with the Local Government Climate Action Charters and EU Green Deal and Just Transition criteria. The DOF and local authorities could draw down more of these funds for Ireland, if you could demonstrate the money was reaching the communities and not getting sucked off by the meat and dairy bosses and multi-nationals. 

7.   No money goes off-shore. 

The benefits of an independent, not for profit bank system, is that public banks do not take any money out of the economy.

8.  Set Up: Existing credit unions hold substantial savings, empower them as full commercial banks. 

People have noticed how you’ve started to include Credit Union savings when you talk about bank reserves and you and I know that when the banks are at last forced to declare their insolvency, they will be trying to lay claim to these last savings of ordinary people. 

 

9.   Running Costs: There are people waiting at the door to put their money somewhere safe. 

Member/owners of the new banks will be happy to pay charges. With customer services to be delivered by existing Credit Union and Post Office staff, the government outlay would be negligible. Passing State financial transactions through a public bank would cover its running costs many times over. 

 

10. Mortgage resolution: If the government, which only leaves you to 

agree – as all the other parties are behind regional public banks - choose to back the implementation, and pass EU money through the public banks, they would be in a position to buy Ireland’s entire mortgage portfolio and secure everyone’s homes. (You do need to legislate to bring house prices down in line with their value in real terms as well though, rather than letting private banks continue to offer 30 year mortgages for inflated figures that keep people inprisoned and keep the banks’ auditors agreeing that they can loan more on the strength of those loans. Otherwise, public banks will be just feeding the beast by offering mortgages to pay those same prices.

 

11.The introduction of a public bank would not create competition 

for smaller lending institutions, as the report suggests, the resistance comes from the private banks who currently hold 100% of the power to distribute credit in Ireland, through those smaller lending institutions and through the government.

 

 

Eventually, in New Zealand (I think), a TD equivalent said to the Minister for Finance, “Just give them the bank”. And he did.

 

That is what you must do, Paschal Donoghue. Just give us the public banks. People are waking up to your unwillingness to allow the people of Ireland to help themselves. Maybe you too are waking up.

 

12. Pierre Larrouturou is the hero. Hehas been on hunger strike for 17 days now – He is the only person standing between you and inflicting abject poverty on the whole Eurozone.

He makes his case for the urgency of establishing a 0.1 per cent tax on buying and selling stock and a 0.01 per cent tax on all other financial transactions. 

You are the enemy but you could be seen as a king, if you concede these obviously essential economic strategies: Tax on financial services and an EU public bank and Member states to have full public banks too.

Paschal Donohoe's Abandoned Animal Shelters

Shelters Get under 10,000 a year subsidy when some need 35,000 a month

 to deal with the veterinary and rehabilitation and accommodation for old abused and neglected animals. This is my Legend, who was found to have more than 150 pieces of shrapnel in his snout and jaw meaning it was always difficult for him to eat and drink and leading to arthritis. Now the Green Party have shared the programme for government with their members and thereby made public your shameless, sector by sector refusals to help man nor beast, woman nor child, Ireland nor European Union, in any way, we the Green Party members ask to be granted one last (dying) wish, to suggest that Fine Gael have the intention to improve animal welfare. 

 

The Greyhound Board have already drawn down 14 million of their 16 million euro government funding for 2020. Then on 22^ndJune a press release by a minister saing that the Industry won’t be advertised any more. The Board said in their defence that they were helpful to animal welfare organizations as they organize a lot of ‘fundraisers’. 

 

Fundraisers have not been possible for the animal welfare charities during Covid, like you decided that the farmers needed a payment of 50 million. We ask that that remaining 2 million euro allocation to the Greyhound Industry goes to animal rescue centres. Here is the list and I ask you to exclude the welfare organizations that already receive over 100,000 as they are all kill shelters rather than no kill shelters. The latter have to keep lost dogs for a minimum of 6 weeks due to new vaccination requirements, where as kill shelters must only keep animals the 5 days required by law.

 

Often in addition to the six weeks, the majority of shelters must give time and veterinary treatment to the injuries of abused dogs and reduce how disturbed they are to make them suitable for rehoming.

 

I think €20, 000 each to the 100 shelters would go some way to paying off existing vet bills and responsible pet ownership programmes like micro-chip, spay and neuter and make up for not being able to open, fundraise or rehome during the pandemic.

Wifi Masts With No Due Diligence Done - 

I am writing to you in a personal capacity, to say that I am holding you personally responsible and accountable for your oversight of, participation in, and contribution to the Connect group who have allowed new technology to inundate Ireland (Map attached), with no health or environmental research or independent health studies conducted or reviewed by different bodies here. There were no risk assessments, public health studies, or cautionary principle-staggering of implementation. This meant effects could not be monitored or the roll-out stopped if there were unforeseen adverse events (as documented in the "Resonance, Beings of Frequency" documentary at this link https://www.youtube.com/watch?v=YFR5EtO_zdM, which I would hope you are familiar with. Nor was there a control group established (wifi-free area and groups) for the experiment. I am disturbed by you selling Ireland to biological, military, chemical, nuclear and any other corporate entities capable of mass destruction, to test on Ireland on account of "Ireland's small population". I hardly dare mention the animal cruelty you have sanctioned in your sale of Ireland's soul to Foreign Direct Investment, making Ireland the Animal Testing Capital of Europe. Are we the people who you were elected to serve, not the lab animals now?  

Our previous personal correspondence was when we proposed public banking for Ireland, replacing debt creation with a solid golden peg of Ireland's water resources, including seaweed and food security via subsistence organic farming. Banks to fund only businesses that improved waterways, reduced waste, encouraged biodiversity and supported local productivity would have attracted EU Green Deal money because of their biodiversity and sustainability directives. Indeed, with only a relatively small government investment, public banks could have bought the mortgage portfolio from the banks and legislated to limit house prices, going forwards. Within weeks of sending us the Indecon Report on Community Banking (again) which decided Ireland didn't need any bank services acting in the public interest, the newspaper reported that you and Leo Varadkar apparently held a meeting with a bank, with no other parties represented and apparently sold Ireland's water resources for 8 billion or so? To add insult to injury, we find that the new Irish Duty to be paid on every import post Brexit, does not go to even one of our pillar banks. It goes straight to Barclay's, a UK bank. Many people are aware as well of the heroic French MEP who called for Financial Services to pay a fraction on every transaction, as they were thriving in the new card payment economy, where every small business had to buy a machine to even open. He was on hunger strike for 21 days I understand and standing against your entire budgeting core group, to recoup some money for Member States, Social Services and Citizen Supports, from the private financial institutions including banks. Why did you not act in the public interest? Or maybe you will be asked, in what way have you acted in the public interest? I think it is important to consider these questions. 

All this destruction of the social fabric, health, SME, housing and food security was carried out during the lockdowns of the pandemic, making it impossible to distinguish which health issues related to which contamination or stressor. 

Now there is evidence mounting that the 5G technology can interact with the bodies of the people who have had the genetically engineered vaccines. I witnessed my own father's life turned off and on again 7 times over 24 hours before his final death. His health was destroyed after the Oxford vaccine - so called to appeal to the imagined authority of Oxford University, to suggest safety and rigorous research. This matches Ireland's own 'Garnering Public Consent For The Covid Vaccines' policy, which states that 1) people are "used to" vaccines and 2) they "trust doctors", so 3) they should be administered by GPs to encourage uptake. 4) The public should only be "told what they need to know"; ie. that it is a vaccine and recommended by their doctor. The sequence of injuries in my father's case were Reversed Myelitis; chronic fatigue with weakened bones, and inability to lift his legs. Then MDS or IPT which is a sort of anaemia; radical loss of red blood cells and inability for the bone marrow to make the new cells, but no shortage of iron, so previous treatments for anaemia could not be used, as they would add a heavy metals poisoning. There were over 800 cases of MDS in the UK. Doctors in Ireland are not helping patients record adverse events. Indeed they are hostile and deny any correlation regardless of how blatant. I don't know where the Hippocratic Oath went, starting 'Do no harm'. Now they have been actively recruited to push a narrative that is extremely profitable to pharmaceutical companies and justifies emergency measures and control by government. 

As finance minister, you may have to explain your part in this, as GPs who had not seen sufficient scientific evidence to suggest safety, let alone efficacy and didn't want to inject their patients have either been struck off, if they spoke publicly, or had their medical card payments taken away. You must have passed and implemented that decision even though the minutes of every NPHET meeting that I have found on line, raised the same issue of there being no data to scrutinize or discuss before any of their decisions had to be made. 

There is already a criminal case for misconduct in public office, gross negligence and manslaughter, that has been accepted by the International Criminal Court: Ref 6029679/21. I have an outline of the 12 points made in their response to claims from other Irish citizens, if you would like me to forward it.

 

A complaint of assisted suicide applies to the vaccine technology, NPHET and Europe's Gain of Function council (also based in Ireland), but the stronger complaint of manslaughter is founded for the infrastructure and turning on of 5G, as well as earlier electromagnetic Eirgrid, ESB and Broadband radiating infrastructure. And definitely a charge of Ecocide too. Maybe most of all, misuse of public money. You may have to explain how broadband came to be considered a green technology, or smart, and why it has been able to attract so much money, when it produces nothing, protects nothing and quite possibly controls and then destroys whatever life forms live in its proximity.  

We have not consented via referendum to the satellites. We have not consented to the roll out of 5G. We have definitely not consented to the continual dropping of chemicals by aeroplane, throughout the last two years. in fact we have fought hard to stop them. There was a lot of opposition that was over-ridden. Co. Clare was one county who fought a hard legal battle to remain free of 5G, as we did here in Kilkenny. Currently the radiation is causing severe coughs in dogs and high adrenalin and compromised health. That is just one of the developments. More seriously people have been moved to suicide. Using energy weapons against us, which would include new wifi and nano technologies by definition, is against the law. That is even if there is no precedent, it could fit with the rest of the charges of crimes against humanity.  

There was no chance of informed consent as no information has been circulated about the pros and cons of the new technology. The manufactured consent was achieved by coupling dangerous advances in technology with terms like 'Green Technology', 'Smart Farms', 'Health' and 'Wellness' and 'Connectivity'. And most appallingly, attaching Environmental objectives and Green Deal money to technology, when it works one hundred percent against nature.  We did not consent to join NATO. We did not consent to the hazards nor military agenda (http://healingbyfranc.blogspot.com/2021/06/are-so-far-unpiloted-nuclear-modular.html)  agreeing a nuclear energy pipe being built from France to Ireland, or the outdated renewable energy turbines that have been made and are to employ international companies to erect. You do not have informed consent for any of the heinous give-aways you have mounted against the Irish people and I hope that you are prepared to share your reasoning if you are ever asked in a court of law. In meat trade circles, it is known that you intentionally bring supplies through the UK so that Irish consumers will have to pay higher prices to cover 'importing' food supplies. Is it a coincidence that meat plants have been allowed to stay operational despite clusters and live export, which has also been rigorously opposed on welfare grounds, has been not only allowed to go ahead but Stena Line and Irish Ferries actively subsidized by the government throughout the last two years to facilitate them?

I take this opportunity to say that if you allow gene edited seeds unlabelled as GMO (merely because lobbyists argue no second species was added in the engineering) or you allow the genetic engineering of algae "for carbon capture", which could disturb the gene pool and with it our oxygen supply (draft article attached), there may be questions asked too, like why was it allowed and what made you think it was safe? I circulated, myself, in July 2021 a white paper about the dangers of genetically modified microbes - GMO 2.0s https://protectnaturenow.com/pdfviewer/gmm-executive-summary/. 

In May 2020, I shared the article below following contacting 'Connect' to talk to their health and safety department to request information on what 5G studies, risk assessments were available and to offer to put a control group together at my own organic farm and include the many other locations from the Stop 5G contingent. I was told there were no medical doctors, let alone department committed to investigating the short/medium aor long term effects of wifi, of different strengths, the masts and the satellite deployment, or to offer a control group, not exposed to electromagnetic frequencies, and monitor the health, productivity and biodiversity of participants and their protected land. 

Realizing we had to do this ourselves, I also applied to manage the National Biodiversity Data Centre in 2020 to recruit citizen scientists in all universities to conduct 'before and after' data around the multitude of short-range 5G masts, to make sure that there would be evidence to stop the rollout if it was killing the wildlife or contaminating/changing the structure of water/food or air. That tender submission was also circulated, so there is no excuse that you didn't know. Indeed, a lawyer in the above case has stated categorically that not knowing the dangers will not count as a defence in court. 

You may think that you will never have to formulate an answer about the Covid 19 virus, in the context of the new technology. Some studies explain how viruses emerge from poisoning, rather than transmit like bacteria between people, and how the widespread die-off of our kind, as we have seen in the last two years, is directly connected to the introduction of dangerously unhealthy frequencies and toxins that degrade our ability to survive and care for each other. They draw a parallel with historical outbreaks and give evidence for a correlation with the new technologies of those times. How will you answer, if asked whether you were following the science or the money? 

I was told about 5G, by one politician in writing, 'WHO says it's safe' but imagine if you were asked in court about any of the above points and you could not prove there were dangers you had intentionally overlooked. This is your responsibility, even if only in part.

The vaccines are the first drugs to ever come on the market, let alone be widely administered, where their active ingredients are not in the public domain. Even under Freedom Of Information requests, they were protected for ‘commercial reasons’. Gain of Function research results are guarded as a matter of national security, while their 'benefits to society' are simultaneously upheld as their main justification for permits and funding (https://protectnaturenow.com/pdfviewer/gain-of-function-research-full-report/ 

5G, bioengineered microbes, the active ingredients in vaccines and chemicals and high voltage technologies are all protected by GDPR for commercial reasons while crossing every indefensible boundary of our privacy and safety; even our DNA and bodily integrity. Moving us, unbeknownst to many, from human to transhuman and mainly sick and dying.

This all means that we cannot test drinking water to make sure we haven’t contaminated not only our blood but also the future health of all generations. And, of course, only the companies producing them can test for and vouch for their safety, while simultaneously profiting and all with no risk. It does not matter how you re-write the Consent Process for the Vaccination Programme, our right to maintain our Bodily Integrity must still be in the Constitution - if it is not, the point was not deleted following a referendum. We do not consent and those that have could not have informed consent. 

 

Ignorance of what the adverse effects including death and ecosystem collapse will not reduce your liability. The international criminal court confirms in their final point that “If you believe you are a victim of crime and there is no evidence to the contrary a crime must be recorded.” It is virtually impossible to report an adverse reaction to the vaccines, let alone the dangers of living close to high voltage pylons. I have recorded both in my personal experience, as a citizen and as a legal advocate. 

You may or may not know that only men and women can be held responsible; corporations and pharmaceutical companies, manufacturers and governments are until now beyond liability. You must know, don't you, that all the swine flu vaccine injury claims are having to be paid out at the moment and the HPV vaccine injury as well had to be paid by the State, as the manufacturers have some law supporting exemption? Please consider all these matters and how you would defend your actions of doing so much harm, with so little justification. I have lost family and friends to financial destitution suicide and vaccine injury, yet none to the pandemic. As those NPHET meeting minutes confirmed in their 'Matters Arising': There was no data circulated on which to make those decisions they made; to kill the livelihoods, muzzle us, allow the power grab of our food and water resources and ability to sustain ourselves or manage our own health, and coerce people into invasive and dangerous testing and medical procedures. 

I am submitting this email and attachments, including my account of my father's death by vaccine injury as support for the case being brought. I am also cc'ing Irish politician Ben Gilroy who is calling for the apology and stepping down of the government, on behalf of the Irish people. He is also thankfully taking an environmental interest in the biosafety of engineering both vaccines and the Carbon Capture and Storage (CCS) GMO's, such as Algae. Now we are moving on to Climate Change and weather modification, I ask one more time for you to stop the chemical trails and shut down the 5G infringement from masts and satellites. We do not want it, and we do not consent. Thank you Paschal Donohoe, for addressing these matters, in the spirit of public health and public service.

Patently Patent Misuse!

Here is some support for 1. cases against the legality of patenting the human body and undisclosed Internet Protocol Technology in medicines and the creation of hurricanes etc.

2. What can we do about the killing of women, the 350% rise of in female genital mutilation in Ireland, the forcing of incest rape in the Congo, the sex trafficking by the bankers and other 'elite'. Namely, I asked where is there a culture of honouring women or honouring men and women or honouring life in a wider way as one great dignified home, or whole, so when we get rid of the de facto governments and the fraudulent banks, we have a replacement model 3. The COP30 farce and 4. How can we ensure the release of the lawyers and doctors who stood up for us during the pandemic. For example, Reiner Fulmich in Germany, a respected lawyer who was doing a Covid Review and was kidnapped four years ago on fabricated embezzlement claims. Just like Siti Fadilah, Indonesia's ex health minister was after she managed to close a military gain of function laboratory, and refuse to share pathogens with the WHO's pharmaceutical partners to profit from. She foresaw what would happen and people rightly trust her. This is she and another great friend of mine the ex chief of police Dharma Pongrekun going in to the governor's to call for a stop to mandatory vaccination and the pollution, including chem trails - intentionally sprayed toxins from airplanes over Jakarta.

1.Are there any laws or regulations about what is patented. My case is that patent offices have been essentially approving and hiding things to exploit later, with no limits. I'd love to find a precedent case.i want to sue the patent offices.

My Response:

Under U.S. law, there is a doctrine called patent misuse. This arises when a patent holder tries to extend the patent's scope improperly (in time, geography, or by coercing licenses).

Patents grant a right to exclude, not a moral license, and there’s increasing academic concern about bioethical oversight for such patents.

Yes — many geoengineering technologies are being patented.

Precedent Cases (or Relevant Legal Theories):

1.United States v. Glaxo Group Ltd.

The U.S. Supreme Court held that when a patent is directly involved in an antitrust violation, the government may challenge the validity of the patent

This is important: it shows a path where the government (or a plaintiff) doesn’t just accept all patents as sacrosanct, especially where their grant enables anti-competitive behavior.

2.Novartis v. Union of India

In India, the Supreme Court rejected a patent for Glivec (cancer drug) on grounds related to “evergreening” (incremental / obvious modifications) and public interest.

This is a powerful example of patent office decisions being overturned based on substantive eligibility and public policy concerns.

3.Novartis (India): Public interest and patent office decision reversed on grounds of abuse and public health.

4.Glaxo (1973): Government challenged patents in an antitrust context

5.Bioethics scholarship: There is a newer legal / academic argument that patents over body-modifying or body-monitoring tech need more ethical oversight.

Regarding your statement
